Meridian held a twelve-year capital programme with no order of priority beyond the year each scheme had been approved. Every asset owner believed their scheme was the urgent one, and the regulator was about to ask which.

What We Built

We sequenced the whole programme against failure probability and consequence rather than the date a scheme entered the plan. Every scheme received a defensible position in the queue and a written reason for it that an engineer could argue with.

The Outcome

The Outcome

£190m of spend moved out of the first five years without raising the risk position. The sequence survived the regulatory review intact and is rerun annually in-house.
